Davenport and Bettendorf sit side by side but have different sidewalk rules. Davenport's ordinance is short and strict: clear sidewalks within 10 hours after a snowfall ends, and keep them clear. Bettendorf lets the city step in and bill the owner once snow has been left more than 48 hours.
What the City of Davenport says about sidewalks
- Property owners must clear snow and ice from sidewalks within 10 hours of the end of a snowfall and keep them cleared.
- Staff generally don't inspect until 2 days after an event unless there's a complaint. First focus areas: arterial streets, bus routes, within three blocks of schools, and Downtown.
- If plows push snow back onto a walk you've cleared ("windrowing"), make at least one pass through the middle; the city says it generally won't cite owners who have tried to clear their walk.
- Report an uncleared sidewalk online through the city's Public Works service request page.
- The city's tips: shovel early and often, use salt to break the ice bond (more won't melt faster), and avoid fertilizers and urea products as de-icers.
What the City of Bettendorf says about sidewalks
- Property owners must clear snow and ice from sidewalks next to their property (sidewalks under 6 feet wide; City Code 7-1-10).
- If snow or ice stays on a sidewalk more than 48 hours, the city may remove it and assess the actual cost: at least $40 an hour for a snow blower, $35 an hour for shoveling and $35 an hour for an ice chopper, plus a $75 administrative fee.
- Keep fire hydrants next to your property clear of snow.
Hiring help in Davenport and Bettendorf
If you hire a company, make sure the agreement covers the public sidewalk (and, on a corner lot, the side walk and curb ramps), says how soon they'll come after the snow stops, and matches the city's deadline above. Ask what de-icer they use: Iowa State University Extension says rock salt works best above 15°F and that salt buildup can injure turfgrass, trees and shrubs. Our guide to choosing a snow removal company has a full checklist.
Iowa has no state license for snow removal. For lawn treatments, anyone in the business of applying pesticides (including weed and insect control) to other people's property needs an IDALS commercial applicator license; each listing below shows what we could verify.
